The agency operated more than 200 Oracle databases across multiple data centers, many running on aging hardware with escalating maintenance costs and mounting compliance gaps. Performance degradation during peak reporting periods was impacting mission-critical operations, and the existing disaster recovery posture failed to meet updated federal continuity-of-operations requirements.
Additionally, the agency faced a looming data center consolidation mandate under the Federal Data Center Optimization Initiative (FDCOI). With limited internal cloud expertise and a complex web of interdependencies between databases, middleware, and custom applications, the agency needed a partner capable of executing a large-scale migration without disrupting ongoing operations.
Stakeholder alignment was another hurdle. Multiple program offices relied on different database instances, each with unique SLAs, compliance requirements, and change management processes that had to be respected throughout the migration.
Tharseo IT deployed a dedicated migration team of Oracle-certified engineers who executed a comprehensive four-phase approach. During the Discovery phase, we performed automated dependency mapping across all 200+ databases, cataloging interconnections with middleware layers, custom applications, and reporting systems to build a complete migration blueprint.
In the Planning phase, we designed a target-state OCI architecture aligned with FedRAMP High requirements, leveraging Oracle Exadata Cloud Service for high-performance workloads and Oracle Autonomous Database for lower-complexity instances. Each database was assigned to a migration wave based on risk profile, dependency chains, and business criticality.
During Execution, we utilized Oracle Zero Downtime Migration and Oracle Data Guard to perform live migrations with continuous data replication, ensuring zero downtime for every cutover. Automated validation scripts verified data integrity, application connectivity, and performance baselines after each wave. The final Optimization phase included right-sizing every instance, implementing automated scaling policies, and configuring Oracle Cloud Guard for continuous security monitoring.
The migration was completed within the six-month timeline, on budget, with zero unplanned downtime across all 200+ databases. The agency realized a 40% reduction in total infrastructure costs in the first year, driven by right-sized compute, elimination of legacy hardware maintenance, and Oracle's government pricing.
Database query performance improved by an average of 55% on OCI, with mission-critical reporting workloads seeing up to 3x faster execution times. The new environment achieved FedRAMP High authorization within 60 days of migration completion, and automated disaster recovery reduced the agency's RTO from 24 hours to under 2 hours.
