PeopleSoft remains a mission-critical platform for thousands of organizations managing HR, finance, and campus solutions. While Oracle continues to invest in PeopleSoft — releasing regular PeopleTools updates and new features — the infrastructure conversation has shifted decisively toward cloud. Phase 1: Assessment and Planning
Every successful PeopleSoft migration begins with a thorough assessment of the current environment. This includes cataloging PeopleTools versions, application modules, custom bolt-ons, integration points, and performance baselines. We also evaluate the organization's PeopleSoft Update Manager (PUM) adoption status, because migrating to OCI is an ideal opportunity to bring the environment current. The output of this phase is a detailed migration plan with architecture diagrams, resource requirements, risk mitigation strategies, and a realistic timeline.
Phase 2: Infrastructure Provisioning
OCI provides Cloud Manager for PeopleSoft, an Oracle-built tool that automates the provisioning of PeopleSoft environments on OCI. This includes compute instances for the web, application, and process scheduler tiers, as well as Oracle Database Cloud Service for the backend. We configure networking with proper subnet segmentation, security lists, and load balancers to mirror — and often improve upon — the on-premise network architecture. High availability is built in from day one using OCI's fault domains and availability domains.
Phase 3: Migration Execution
The actual migration leverages Oracle Data Pump for database tier migration and Cloud Manager for application tier deployment. We execute multiple rehearsal migrations before the production cutover, each time refining the runbook and reducing the cutover window. Integration points are tested exhaustively — every inbound feed, outbound interface, and SSO flow is validated against the new environment. Performance testing validates that the OCI environment meets or exceeds on-premise baselines.
Phase 4: Optimization and Hypercare
Post-migration, we enter a hypercare period where our engineers monitor the environment around the clock, tuning database parameters, optimizing PeopleSoft application server configurations, and resolving any issues that surface under production load. This phase also includes knowledge transfer to the client's operations team, ensuring they have the runbooks, monitoring dashboards, and escalation procedures needed to operate independently. Most organizations achieve steady-state operations within 4-6 weeks of cutover.
